I don't think it's been cancelled. It hasn't been a full 2 years since S1 and production takes time, especially if you don't have a director or other higher up who views it as a pet project. Passione pumps out about 2-3 shows a year, so realistically I'd expect S3 in early-mid 2027.

That is true for series where they make a season and wait to see if it's a success before green-lighting a second one. With Spice & Wolf reboot a second season should have already been in production while the first was still airing.

Not necessarily. I'm not sure if there's a different standard in Japan, but with a lot of video games and movies they announce that shit as soon as it's been greenlit even if it hasn't entered full production yet. Announcing S2 that early could have just been a strategic move to keep fans invested and look good for company investors.
I also wouldn't be surprised if they're contractually obligated to have licensed shows out within a certain timeframe, so even if they wanted to get on with S&W they have to give things priority and make sure everything is out by the deadline. But I'm not a production expert so that's an estimation on my part.
