Definitively /cm/. /c/ has their hornyness limited by the "ecchi goes on /e/" rule that mods still enforce and doesn't even have a loli thread. /cm/ on the other side gets away with soft ecchi posts because there's no male equivalent of /e/ for them (/y/ allows it, but everyone uses that board for hardcore content) and because society in general doesn't see the male body as "lust-provoking" as the female body (and so male chests, butts and even bulges are largely ignored as long as they aren't blatantly sexualized).
