That's the thing that adapts.
You are not growing your muscles, you are developing your nervous system. With exercise, you're sending more signals than it's used to through a certain area of your body. It adapts to send more signals in the future, and your muscles adapt with it to be able to use those signals.
Your nervous system uses electrical signals to control your muscles. But, an electrical signal doesn't immediately activate a cell. Your nervous system works like this so cells don't get fried by signals. The cells that control your muscles have little gates called "voltage-gated calcium channels", and these little gates DO open very easily in response to electrical signals. When they open, they let out calcium ions (Ca2+). The calcium ions allow the electricity to activate the cell. So you can see how this is a nice safeguard, because maybe there's signals that shouldn't be there, maybe those signals even reach the cell, but if there's no calcium, they don't fully activate the cell.
So the nervous system cells around your muscles that send signals have a limited storage of calcium to use. When this calcium runs out, when your nervous system's ability to send signals in those muscles runs out, that's when your nervous system starts to adapt to send more signals in the future.
The very, very, very first trigger for muscle development, is the accumulation of calcium ions that have already been used to send signals. Muscles themselves will activate genes for muscle growth, but they do nothing to your muscles unless your nervous system "opens up your muscles for reconstruction". This is what calcium ions do when they've been used to send signals.
