No, people underestimate the effort it takes to make something the scale of GTA, you essentially need to make a 40+ hour story and tack a bunch of extra activities that are essentially 5-10 smaller scale games each. The side activities are especially important, they're what makes the world feel alive. Even Rockstar kinda falters here, in V shit like tennis and golf have a lot of depth for something 90% of players won't ever touch, but then they only have 5 street races which remind you that a new Midnight Club would be fun, but aren't followed by a new Midnight Club

Robots can keep on working and improving the game, even when the human developers are asleep.
