It's a fact of reality that nomadic societies have less real bargaining power than agrarian societies. This is due to the reality of surplus*. Those with higher surplus* have higher bargaining power.

The overwhelming majority of native americans in the continental united states were settled agrarian societies, not nomads. The US army didn't begin fighting nomadic societies until the tail end of American expansion in the 19th century.

Some of them were semi-urban societies too (Pueblo, Mound Builders etc) but the urbanized natives were the most susceptible to European diseases so they were the first ones killed off post-contact. North America basically became a Mad Max style post-apocolypse from the Native Americans perspective after Europeans arrived.

Kind of true, the Eastern United States was mostly agrarian tribes
But the western United States like Montana, Idaho, Washington, Oregon, California, Wyoming except for the Puebloan areas were almost entirely hunter fisher gatherers since maize growing/three sisters didn't spread there for some reason.
