Vocaloids as characters serve as blank templates/canvases to warp and do whatever with, but IA has absolutely nothing to give her template any flair to incentivize using it as a starting point. It's not the blank template in a word document, it's one of those obscure ones to the right that you don't know what's for and don't ever have any reason to use. One of the most "she existed" vocaloids out there. It's arguably more sad to get popular then fall off over just being a wholoid in general.

It's a similar issue with flower and arguably Kafu as well. But unlike flower or Kafu, IA grew up when vocaloid was at it's worst point in history. Kagepro hype peaked around 2015 together with the birth of Orangestar, and since then she was truly big. Unfortunately, those were Vocaloid's weakest years which only recovered around Covid (2019-2020), but by that point flower provided some serious competition and she eventually fell off. People may not realize it, but IA was a twilight idol. A star in the lonely void. She was there when most people stopped caring. I am here to remind people of it.

I'm not sure what you mean by not fitting the visual design, I think it fits her well and her character. You'll understand what I mean if you're part of the few people deep in her fanbase. I notice they're mostly Japanese though, and I think it's because IA just was never popular in the west despite the international concerts. I vaguely remember some few hundred thousand view songs with comments that are exclusively in Japanese and a VocaDB entry with 2 like or so. She may be the weakest member in the Special Relief Committee but the fact that she's there is proof enough that people (at least the Japanese) cared about her and some still do. 32ki bought her voicebank after all.

I mean, I'm not the only one out there (yet) who really loves her, and I daresay they are even more autistic about her than me (I need to do better lol). There isn't anything inherently wrong with her character in my opinion, a lot of her problems can be attributed to First Place mismanagement, among other things.

Thinking about it some more. I think the greatest strength isn't having character, it's having no character. Which in turn becomes every character. IA suffers from having a bland character, not no character at all. Miku as the normal blank template means she's gone nearly the entire range from insane comedic meme songs to extremely depressing and everything in between. What makes Kasane Teto insane is she's somehow filling every gap Miku didn't manage to fill as well as everything being a duo partner covers.
From the last couple of weeks alone >Miku's challenger >gay budding love interest >dog thief >zombie killing flash game like clone death march gauntlet >dark priest/AI standin >cute genie Teto's somehow gotten a lot of the more masculine and straightman roles when foiling, but can trivially become feminine or comedic to flip to the other side of things. Truly an every character. Honestly, probably the most impactful thing to ever happen for Teto's success was possibly Channel putting her in pants and suspenders for Mesmerizer. Teto's original character isn't really much of anything being a fake Miku knockoff made from April Fools, however that ended up branching out in many different ways. A direct copy, a fake lamenting being a copy, a gag character/comedian, a rival, a supporter, a foil, a love interest, and really, anything that can pair with Miku. Inversely, anything somebody like Miku would pair with which is what makes her range so extreme. I'm not sure what I would peg Teto's character as anymore. Nor could I Miku besides generic idol which is not what people do with her.
The problem in the end is people didn't experiment or meme with IA and what little character she does have constrains her. If you imagined a crazy ass meme song with her, what would she be like in it?

As you can see, it is true she isn't "memed" a lot but can you really call her bland and limiting when people have used her in a variety of ways? As I already said, she fell off during a period where character songs just weren't commonly done so even with most of these she never really stuck with people.
