Changing gods a couple of times is expected in a long haul game, so there should be no permanent punishment. The thing is to remove perverse incentives.

This gives you two zoom levels to swap between - by default they're identical so you still have to go to the map tool button and select the zoom level for each.
Looking at mod tutorials makes me feel retarded because I don't understand any of this yet this game is supposed to be braindead easy to mod.

Completely gimping an already established system which isn't inherently broken is a punishment.
