In real life, bureaucracy and legal bullshit means that ~10 years before rejoining, you already need to start planning on how the changeover works in regards to laws and governance, especially about how to maintain a functional government system and handover of power and responsibilities. Titans threatening to blow up colonies unless they get supplies, and the AEUG saying they will agree to give Side 3 to Neo Zeon. Yeah pretty sure the Treaty is void at that point. The original Federation they signed the treaty with doesn't even exist anymore at that point.

I don't think you're getting my point. Side 3 was secretly sponsoring the Sleeves. They sleeves are beaten and the Laplace box reveal had no immediate effect on the Federation's power. I don't think you understand how the Federation fell apart during Zeta Gundam. Multiple branches of the government were trying to kill eachother. Politicians were assassinating eachother. Everyone was choosing sides between Titans and AEUG. And the Titans were literally hours away from controlling the entire Earth with their new Colony Laser weapon. They were only stopped at the last second by plot armor of the AEUG.

The Sleeves were tiny force and their loss doesn't affect Side 3. It was a side project created through a few politicians personal funds and donations from AE. Their force was tiny and they barely had enough food to feed themselves.

Side 3's prime minister himself was backing them. We aren't talking about some minor political force. If facing the Federation directly were an option, we wouldn't see them resorting to this. Yes that includes Unicorn and NT too. Tomino didn't really like them either based on few things he saw. He didn't like how Unicorn/NT brought back Mineva Zabi and kept reusing old ideas like colony drops and colony lasers. Tomino said he intended for Mineva to escape her Zeon past, and live out the rest of her days as a happy ordinary girl with a new identity.
One producer said Tomino even came into the studio one day and had a private meeting with the writers of Unicorn/NT. He gave them a long lecture and told them they needed to be more original and come up with own unique ideas. Not to reuse the same ideas he already explored in his previous works.

Neo Zeon decides the political situation is too unstable and can't be trusted. It's not worth fighting over and wasting their resources trying to control the Earthsphere. They just wanted to live in peace and decide not to wage war. So Neo Zeon and Haman decides to leave the Earthsphere. Haman says they are taking multiple refugee ships that belong to the AEUG and Titans with them. Anyone who is sick of the Federation leaves with Haman and Neo Zeon. One big fleet migration. It's not said where this big Neo Zeon/Refugee combined Fleet goes, but I like to believe they left for Mars to start their own civilization away from the Federation. Perhaps they became Mars Zeon?
Axis asteroid is abandoned due to excessive damage in the final battle with the Titans. Axis is left empty floating in space.
This directly leads into CCA. During the 7 year time skip, Char watches the Federation to see if they will finally honor their promises they made to the AEUG. They have 7 years with no war to fulfill their promises. These include reforming the government, giving Spacenoids the right to vote and more Freedom, fixing the environment on Earth, and pushing more Earthnoids to go to space to allow the Earth heal.
Unfortunately the Federation didn't honor any of their Zeta Gundam era promises. So Char starts his own new Neo Zeon rebellion. He summons whatever leftover Zeon remnants, that didn't leave with Haman earlier, to fight under his banner (which explains his Force's small size. Char is scraping the bottom of the barrel). Char takes the empty Axis asteroids and tries to drop it on Earth.
Honestly the movie ending makes more sense than whatever story ZZ Gundam was trying to tell. Haman and Neo Zeon chooses peace. They take people sick of the Federation with them, and they leave to start their own civilization elsewhere. More hopeful ending.
