The actual answer about drugs is that Japan's current laws were written in the 1940s on a ping pong table, and they treat weed now the same way American's treated it in the 1940s.
Japan LOVES alcohol though, but I believe globally zoomers don't drink as much as previous generations, but drinking with co-workers is still an expectation/borderline requirement of any Japanese office job.

It's because Asian culture is a hierarchical society built around "social cohesion". Everyone is supposed to work together. Every person has a role to play. In family, you respect your elders. In work, you respect those above you. Seniority and "group unity" is prioritized heavily above all else.
It's the exact opposite of America where individualism and personal freedom is normalized. In Asian countries, your personal freedom is tolerated only so long as it doesn't threaten the larger group. In Asian societies, you are a cog in a larger machine. Even more than in Western countries.
Drugs threaten social cohesion and social stability. These are the founding pillars of Asian culture. That's why drugs so heavily stigmarized. I know this sounds cold, but from the Government's Perspective you can't have your worker class getting addicted to drugs. It negatively affects their health and productivity. Even worse is that drug users would just spend their money on drug dealers. The money doesn't go back into the local economy. The money leaves the country and goes to some drug lord who lives outside the country.
At least with alcohol the effects are temporary. Just a hangover that lasts maybe a day or so. And money spent goes directly to local alcohol companies and the local economy. Any negative health effects only happen to those excessively drink alcohol and the negative effects only show up when they are older. So the government gets several decades of productivity out of them.
But back to your original point. Anything that threatens social stability, group unity, and obedience (to the government) is not tolerated. It's also why private gun ownership is not allowed in almost all Asian countries. The government doesn't want armed rebellion. So it's banned.
