He was a rigid general who followed orders to a fault, possibly to look good to the Federation's military leadership. He did not accept any compromise even if it meant his own men potentially getting sacrificed.

He's kind of like a lot of WW1 generals and officers who sent human waves charging into artillery and machine-guns even though that tactic clearly was not working. They were more worried about their own status and reputation over the lives of people under them.
