Even if there is no rh turn, unless he can guarantee that the left hand turn (the lane he’s sneaking into) will get a green before the straight, he’s going to be a road block. And even if he can, he’s still an asshole for trying to get into a full left hand turn lane from a parking lot exit across two lanes of traffic. You don’t have a right to do traffic maneuvers that would be legal on an empty road if they’re obstructive at a given traffic condition.
Find a different route.
