I think, from a position of understanding what gods were to people in function, it makes sense that philosopher statesmen could be convinced to move towards monotheism, and that the construction of a monotheistic God could unify it.
Christian God isn't really jewish yahweh in character or spirit at all. Its something new. Logos, Christ, the Deus Pater etc, isn't yahweh.
yahweh was a foreskin harvesting moutain wind god in the canaanite pantheon. they just adapted it because the empire was growing, so it has parts that would appeal to germanics, parts for hellenics, parts for levantines, parts for persians even.
Rome wanted to rule all of that.
