Possibly, but I think it's conflated with the fact the South in the US was agrarian in nature for most of its existence. Thus outside specific business hubs and certain familes education was never favored in mass. There's a reason most of your major universities are clustered in the North East. So it's less about warmth than it is about socio-economic engineering.

I think a stronger case of what you're alluding to lies more in South America where Europeans have had carte blanche with the continent and all it has led to is lower IQ, lower education, lower development across the board. Argentina failed to be the US of South America. Chile has done fuck all with it's ridiculously large coastline supremacy. Meanwhile Brazil is basically running on vibes, tourism and material trade.
