Everything after that is to taste, but those are the big important ones. I personally go for Battle Result Analysis Rooms, but As a note, the Production Support Rooms only take action when you're low on resources, so you probably don't need those right now.

Upgrade them in that order. Everything to lvl 9 first while you craft the facility parts (use the 10-10-20 recipe, 20 being steel)

Do you get your resources back if you immediately retreat from a stage?
