So with Ocarina of Time getting a second remake now I was thinking of what games have had multiple remakes? What is the most remade game ever made?
The industry uses the terms remake and remaster pretty loosely so for my argument I'm going to define a remake as anytime a game is re-released with significantly redone assets. Anything else is an enhanced port, even if it has Remake or Remaster in the title.
The most remade game I can think of off the top of my head is Final Fantasy 4 which has had 3 full remakes

Someone already beat to Ys, grr Consolary place Dragon Quest 1, I think it's been remade 7 or 8 times if you count the RPGmaker fangame
Your definition is remake is more or less what I would have said. A remaster is what I would consider a recreation from the ground up with higher production. Re:Chain of Memories on PS2 is what I would consider a true remaster of the gba game still in the same battle system but in 3d, animated and voice acted cutscnes and even some additional content like cards for characters from KH2.
What AAA companies call 'remaster' is really 'cashgrab'.

I suspect that publishers put their noobs on remakes to train them and farm for the good devs to move up to the A and B teams.
Another one that had a lot of updates is Branmarker:
Original PC-98 PC-9821 update with 256 colors graphics and voices Branmarker Twin, a Windows port of the two games where B1 overworld and sprites are now in the style of B2. Branmarker ~Shami=Risuni no Bouken~ , the full remake with completely new art.

Honorable mention to Sorcerian, which had PC and console releases, some of which had exclusive content/add-ons that the other versions didn't. The Genesis version in particular had only new scenarios, I believe.
