I really like the idea of how it uses weapons in combos but I feel like it's not intuitive without the manual or being told what to do. It's fun to watch someone who knows how to play it combo shit together.

I agree, but I think it's more because V8 and second offense were meant to be played with analog controllers. Using the d-pad doesn't navigate your vehicle to extremes, but d-pad navigation doesn't appear to respond as much to pressure.
