No we don't. In Christian society, imprisonment and execution was still just punishment for criminals. The only mercy we are asked to give them is a chance for them to repent before their death, which is why a priest or minister is appointed to speak with them before their death so they have a chance to save their soul. Even after conversion and confession, the death penalty should still be given.

The souls of the people he killed greeted him and congratulated him for fulfilling his part of their soul contracts. They were all there, as soon as he crossed over. Then he had a life review with his guide(s). Many of his victims we're probably in his soul group or he may have contracted others from outside soul groups, people he may hav spent time with in his past life. You see, souls who have a karmic debt that requires them to be murdered in an earth life will make a soul contract with someone like Dahmer. I'm not sure what the case is specifically with him but it's most likely something like that.

He's probably already reincarnated by now. If he hasn't then he's most likely on the other side learning. Reviewing his earth lives, seeing where he went wrong, what he needs to work on, where he can improve. Learning how he can be beneficial to society and the planet in his next incarnation. Seeing what he has to offer. He may be vacationing on Earth 2, which is a planet similar to earth within our galaxy but souls just go there to enjoy themselves and take a breather because it doesn't have evil and isn't 3-dimensional like earth but it's a lot like earth.
